Hacking Question error booting atmosphere 'failed to get TSEC keys'

had to perform NAND restore (6.2), i have 14 burnt fuses so im attempting to update back to OFW to 11.x for online connectivity. I was following this guys video on manually downgrading firmware:
but after creating the emuMMC, i try to load atmosphere and i get the error: "failed to get tsec keys, failed to launch HOS!". in console info -> tsec keys -> error FFFFFFFF.

I'm not even sure what tsec keys are... any help would be greatly appreciated
