Gaming e-Shop question

So I had a 3DS for quite some time but it broke a while back and I haven't replaced it yet. I'm planning on just buying a New 3DS because it seems better than the old one. I have a question about my downloaded games though. Will I be able to just sign into my NNID and redownload them or am I screwed because I cant do a system transfer? I recycled my old 3DS because, well, it was broken (It melted lmao).

I heard games are tied to the system. I dont want to buy Animal Crossing again ;-;

afaik you need to call Nintendo so they can transfer your purchases to another system, although I think they ask for some info like the source 3DS's serial number.
