Hacking DSiWare License

I know the reason why we can't just download DSiWare of the internet is because of a license which is saved on to the dsi shop. so for anyone to make
they should make the a DSi Hombrew Channel they should make a Windows App were it asks for both the HBC .bin but The DSiWare .bin
so that it can take the license put it in the HBC DSi Channel .bin
