Does Stargate3DS work with development units and ROMs

I wanna run some dev CCIs on my 3DS Panda, but I don't want to/can't convert them to CIAs. I was wondering if I could use a Stargate3DS as a replacement for an official CTR Flashcart. Has anyone tried this?
 
I don't think you can. The Stargate 3DS replicates the same I/O as a retail 3DS cartridge, ROMs need to be signed and encrypted to run. CCI files are not supported, only for ROMs that use the .3DS extension.

It can, however, be possible if you're running custom firmware that dev applications can boot, but that defeats the purpose of using a Stargate to begin with.
