I've been searching for the answer to this question for hours, but I can't find it (primarily because I don't understand the jargon).

Do current 3ds flashcards (gateway, etc.) have cheat codes for 3ds games? If so, what are its limitations? Is there a website that lists all the current information regarding cheats for 3ds games in layman's terms?

There's no cheat code feature built into Gateway or Sky3DS. You can, however, get save editors for a few games like Pokemon which you could use in conjunction with Gateway by dumping the save and reinjecting it after editing.

Thank you for your quick reply upfromtheskies. I will look into the games that currently have save editors.

Do you happen to know if there are plans to have cheat codes for every game, like with the TTDS, in the (forseeable) future? Or is this an impossible task?

As well as save editors there are memory editors that run off the back of hacked firmwares for the 3ds. The animal crossing one is the most well known and developed but more general purpose ones are not so far from useful.

Equally if you can run hacked games then you could edit the binary to provide cheats. See some of the guides to doing it on the DS ( https://gbatemp.net/threads/crackers-ds-trainer-maker-tutorial.44410/ )

The memory editors vary between one time dumps and more active (network focused) things. About the only thing more annoying would probably be doing it over a soldered serial port but it is possible.

Emulators (see citra) are also an option for a handful of games but they are slow and very incomplete. I can not say I have explored the cheat options of them so you will probably be limited to

If you are good you can combine aspects of all those approaches. Though it would not surprise me to see gateway or someone release an update tomorrow to provide basic action replay style code support the rest of the infrastructure is not there to make it anything like it is, or indeed was back in the day, for the GBA and DS. I am not even sure the will is there.
