How many different units do you have at this point..?
I currently have 2 3DSs, a red “New” 3DS XL which is the one I bought on Facebook Marketplace and where I had my old NNID transferred to. I also have a second one which is actually my brother’s and it’s Pikachu style “New” 3DS XL. The Pikachu 3DS is the one I had the old NAND restored to, and has the friend code for my blue “Old” 3DS XL which I no longer have access to.

I should also mention that my brother also had a blue “Old” 3DS XL that he transferred everything from to his “New” Pikachu 3DS XL (by official means; i.e., using System Transfer in System Settings). This is the NAND that has the friend code of my blue stolen 3DS, and that’s the NAND my brother and I backed up in 2020. This is why the NAND restore worked on the Pikachu 3DS. My brother ended up selling his “old” blue 3DS.

Also, I looked at the Seedminer/Manual Mining guide on wiki.hacks.guide, and it mentions a “source” and a “target” console. What are the source and target consoles?

I apologize for referring to "lfcs_b" when I should have been writing "lfcs".

Well, that unit would be completely unrelated to the decryption of this save file, then.

It is useful to provide a link in such cases.

Says right there:
A second, already-hacked 3DS (called the source console in the instructions), preferably physically on-hand.

Is the "second, already-hacked console" the Pikachu 3DS (which is friends with my stolen blue 3DS)?

This is probably a lot simpler than you think it is..?

There is only one way you are going to dump the LFCS of your stolen blue 3DS at this point. Dump the LFCS of your stolen blue 3DS and use Seedminer on it with the id0 of your stolen blue 3DS.

Sorry if this sounds like such a newbie question, but can I dump the LFCS using any 3DS as long as it has the friend code of the stolen 3DS (because obviously I don't have access to the stolen 3DS). In this case, the Pikachu 3DS has that friend code.

I'm starting to think I'm just needlessly confusing you and maybe I should let someone else chime in, in the hopes that they can explain it better.

Sorry if this sounds like such a newbie question
Why don't you just try it and find out..? You got this far. It's not like running Seedstarter is going to wreck something.

Use the Pikachu 3ds xl to run seedstarter, then press b and select your stolen 3ds friend to dump the lfcs. After that take that file and together the id0 of your old stolen 3ds and generate the movable.sed

Sorry I haven't responded to any post lately, but I finally recovered my save! I cannot thank you enough Kwyjor and lisko!

Seedstarter generated the correct movable.sed.

It's nice that it worked. You're probably the first person I've read about who has bothered to put together secrets.py, and you might very well be the last...

I edited my earlier post; online friend-addition is indeed still perfectly functional and bruteforce-movable has no reason to put up any kind of warning – though it still has no relevance to this particular operation.
