ROM Hack crtool.exe System Error? MSVCR120.dll is missing?

Im trying to use the Pack hack and 3ds to cia programs but I keep getting this error each time. I have pyton 2.7 installed. This is a win 8 pc btw, which im sure is the program since a lot old plugins are removed in this version plus thee programs used to work in my old vista laptop before the motherboard stopping working. I tried running as admin on these programs and still the error appears. What is causing this?

What is causing this... the fact that MSVCR120.dll is missing

Grab the 32bit version from http://www.dll-files.com/dllindex/dll-files.shtml?msvcr120 (choose zip download) and put it in the program's folder

Just reinstall Microsoft Visual C++ or grab an MSVCR120 from another software you have that uses it.
Every time a software asks for a MSVCR100 and MSVCP100, I just grab the one from The Binding of Isaac: Rebirth.

I would recommend downloading an "all-in-one runtimes" package. That solved all my problems
