Can I play games from japan (cia format) on my usa new 3ds xl now that i have cfw installed? if not what would i have to do to play them?

also is there something i can use to copy files to and from my new 3ds with out taking out my micro sd card all the time.

Yes, you'll be able to run out-of-region .cia titles. CFWs like Luma have region-free capabilities built-in.

You can use the micro SD management found in system settings or use FTP, that way you don't have to extract the micro sd card

Well, Pokémon Green is region-free anyway (I was able to install it on an OFW EUR New 3DS), despite being Japanese language, but have fun.
