Yeah, thats my process. I know I could install menuhax but I'm not bothered right now, browserhax is quick enough.
well i'm almost out of ideas. google isn't showing me any results for this specific error (and whenever i have an issue i usually just google til i find a solution) the only thing i can think of is that its a bad cia perhaps? try downloading it again or another one. even if its just to check if other cias install fine. i'd wait to see if you get it working but its 2:00 here and my bed is calling me :p good luck mate

I really recommand to install menuhax as optinal boot just in case. You don't have to use it but you must at least get it working

I have the same setup as you, no emunand, sysnand only, n3ds on 9.2j. Have you tried using bbm? It's what I've been using to install cias and it's always worked for me so far.

Edit: sorry just read through op again, I'm not fast booting bbm, but instead using the cia version of bbm to install other cias, so not sure if this helps you.

I don't think there's a HBL version of BBM so probably not

so you still haven't found a solution? have you tried deleting title.db and import.db and recreating them and doing the repair corrupted files again? i'm grasping at straws though to be honest. hope you get it sorted.
