ROM Hack Browser downgrading?

I've been using the QR code exploit on a bunch of games I owned for a while now. Until today when I updated to 9.8.0-25.
Now I think I can't downgrade. But from what I read so far in the forums you can use rxtools to use an exploitable browser. How does that even work? And is it even possible to do that on this firmware?

Not possible, only works up to 9.2 firmware, sorry.
