Hacking AnyRegionChanger

I see all these tutorials using cIOS downgrader, IOS downgrader but it is confusing me. Isn't AnyRegionChanger 1.1 much easier to get to 3.2E,3.2U or 3.2J?
I also want to install gamma channel and everything and this is my idea:

First install Homebrew Channel
Then downgrade/upgrade to 3.2E (in my case Europe) with AnyRegionChanger 1.1
Then install cIOS36 rev 7 (or should I use WiiGator's?)
Then install a Gamma Channel wad

Tadaa done....

Would this work? And I have read a lot about Starfall, but what exactly does is do regarding brick-proof?

* No mainmenu BGM
* Start rescue-menu when Y is held on 1st GC controller
* Remove rescue-menu diagnostic disc check

So what is Starfall and is my idea correct using AnyRegionChanger 1.1?

It wouldnt work on 3.3v2 or 3.4, because well. Just because! cios_fix and ios downgrader will 'fix' what nintendo has done to your IOS's THEN you can use any region changer, OR cIOS downgrader, to downgrade to 3.2

starfall as far as brick proofing goes allows you to boot into recovery menu and load a copy of TP with the hack to load wadmanager etc to uninstall whatever caused your bricking
