Considering the amount of mods and the size some of them are, Maintaining servers to host everything will be difficult to fund without recurring payments. There is still free user model for those unhappy with the pricing

That would be on the Developers to implement seeing as most of the games have language selection in the game. Depending on how its done, this would most likely mean they'll have to manage each version separately in terms of installers, updates etc
Most likely thought you set the port range from 0 to 65535.
There are a few sites you can use to test your ports.

This might be a dumb question but are the BGM files saved outside of the "body_LZ.bin" file?.
my body_LZ.bin is 125kb which seems way too small to contain my bgm.bcstm file.

Not sure if I did it right, using Photoshop CS3 I saved it under the following BMP modes
16 bit:
X1 R5 G5 B5 (I'm assuming this is the mode you mention)
R5 G6 B5
X4 R4 G4 B4
All result in the same as saving as 16 bit in basic mode.
