Unfortunately that isn't possible. While the splash is up there is no progression with booting at all. There is a small delay to show it then boot moves on. It has to be blank during the real boot.

The firmware uses SecureInfo_A to load up and boot for the correct region however eShop uses a region specific and device specific certificate that is stored in bootrom. Since we can't change it then it isn't possible to access eShop on region changed systems without some hacks involved and...
So if you get a message stating "an error has occurred" and requesting reboot it looks like the typical issue with the seed decryption. Visiting the eShop page for the title in question (just that) is enough to make the game or app start working. You don't have to run a repair.
