Yeah, I've seen it mentioned a few times but didn't try it until a week ago. It works like a charm and saves a lot of work.
I would say that is the worst case. If you're up to it, there is no harm in trying to pull the LCD apart to try and clean it. If you intend on replacing it, it's a garbage...
I don't have the most experience with that, but if I had that console in front of me, I would pop off the top screen lens with a suction cup and try and clean the lens and the LCD display with some IPA so see if anything changes.
Hopefully, those blotches are just the result of some...

Sort of. Maybe it's just me, but it hangs onto the white screens for just a few more milliseconds. That suggests, at least to me, that the console is crashing versus powering off due to a "failed self check" as i've heard it mentioned.

I only looked into this once, but on the DSi I had, the marks were imprinted on the inside of the lens. I'll need to look at it again since I didn't even think about the lens making physical contact with the LCD to create that mark.

The times I've heard about this problem it's either a faulty display or related to the potentiometers in the battery compartment. Display-related issues seem to be a very hard thing to diagnose and fix when they aren't outright busted.
Breaking the tab for the top screen is my #1 fear. Unless I am ignorant of a method, I have no clue how to replace it without destroying the camera unit connector on the other side of the board (ruling out hot air). You might be able to get a small iron tip in there to solder the connectors, but...
It's a very easy replacement as it is located within the bottom shell of the console. It looks like replacement parts are plentiful.
Check and IFixIt guide, keep track of your screws, and you'll have it done easily.
