Its all in the thread he simply installed a clean vIOS 36 because his was trucha bugged and it made every other vIOS after that appear bugged too
It seems this may be cause by the installation of a homebrew pack named Pimpmywii or something, they had a release for the wii u in 2013 or...

i have no idea did someone send you vIOS 36? i think they wouldn't go through the trouble to send you a bad vIOS
edit : also i don't think a bad vIOS 36 would give you any more problem than you have now (i.e. i don't think it could brick vWii)

i think you might be in luck and only need the vIOS 36, if you give me a bit of time i will try to help you further.
I usually use MMM to install WADs, but if you have another wad installer its ok, just try to make sure its able to run under vIOS 236

IOS36 to IOS80 have been replaced, you would need the correct untouched vwii ios versions and replace them
I never had tp fix my vWii so i'm not sure where to find them...
although i ended up accidentally changing my nand with no way of going back bc i didn't know you needed a gamecube controller to restore it (i have a wii minus/1.1, which doesn't have gamecube controller support)
and if i find the sd card i have my NAND backed up on, i can not only restore the NAND if i solder the right part in, but i can also put my NAND on dolphin, then i can play dolphin online, like PMEX Remix or MKWii Riibalanced
