That person was doing the downgrade method wrong (DSiware transfer downgrade isn't flawless) for FW 11.0 systems because Legit CIAs of Sun/Moon have been dumped as of Christmas Eve last year.

Get FunkyCIA 2.1 and install phython. Then get the ticket file and funkycia2.1 files into 1 place and open a command window (Shift+Right Click to get command window option).

So technically USA's Mario & Luigi: Dream Team legit CIA can be played on a EUR/JP 3DS by using HANs.

The 2DS Mario Kart 7 bundle only had a download code if you bought it from America.
In Europe it was pre-installed as a Legit CIA.
My o3DS has a capture device installed so I don't want to even risk bricking the system through A9LH installation. So legit CIA file is handy.

svchax actually worked for once. Felt more like a 5% boot chance from a new3DS model :P
Some may prefer to play the game immediately without having to run emunand, especially if they managed to download the newest sysnand update by accident.
