    You can, you just can't use attwifi or the NZ@McD1 with it, because those *require* no security in order for the 3DS to use them as relay points.

    Did you unlock any wifi quests using the save editor? That sometimes causes this issue. If so, de-unlock all the ones you unlocked. (Also, always back up your save file before modifying it).
