    Actually, Puyo Puyo doesn't have Download Play translated. This means that, technically, the translation is not 100%. For all practical purposes, however, it is 100% translated. I don't see any reason to nitpick and say that it isn't 100% complete unless you're just being a nitpicky jerk...
