Hacking Homebrew launcher: can't get any program to work, all froze

Hacking (Question) Can I install from the free eshop a specif region of a game? If so, how?
I want to play Super Mario World but the japanese or american version, I don't want the pal and as my New 3DS is Pal whenever I install it, it takes the european version. Is there a way I can fix that? Thanks in advance :)- Yavai
