If it's the 2.2gb version, yes. If it's not the 2.2gb version, you'll need v16 first.
Basically: no matter what happens, there needs to be a 2.2gb update to the base game (around 9gb).
So people can either go base -> 2gb v16 -> 155mb v33
Or they can go base -> 2gb v33.
If your v33 version is 2.2gb, it will include the v16 as part of the update. Therefore you won't need the two updates (2.2gb v16 and 155mb v33), only the v33 2gb.
The 2.2gb v33 has both updates rolled into one.
2.2gb = v16 = v1.0.0
It is required to play the game, the game won't launch without it.
154mb = v33 = v1.1.0
