I myself haven't had a chance to be a part of the 3ds hacking scene. I was a part of the psp hacking scene but don't really bother with that anymore.
That being said, I'm hoping I can learn a few new things about exploits used.

Oh dont get me wrong I love my 3DS, but it has been taken over by morons who dont understand the concept of 'no cia installer for 9.3+' and ask pointless questions about it. The 3DS scene is diabolical, ask anyone who frequents there. Theyll say the same thing

I'll be honest, I don't know what the cia installer is. But if I have any problems, I usually try to look into it before asking questions.

Its fine! Just a pre-warning so you dont become a part of the 3DS Scene infection. A CIA installer is used to install .cia files onto a 9.2 or lower 3DS system. They are roms that are installed to the 3DS, and appear on the home menu, akin to say downloading one from the eShop

So I was pretty excited to try it out.

Homebrew does, but Custom Firmwares (rxTools etc) do not.

Ohh, I already had a feeling about that. I didn't imagine you could get 3ds roms or other crazy tools like that.
I imagine because it's more based on user exploits that it wouldn't have the same capability as someone who has control of the whole system level
