Clean install means flashing a DVD/flash drive with an OS, bptting into it through BIOS/UEFI, taking off Windows on the drive that it's on along with the recovery options, and reinstalling it.
And how do you do that? I wish that I can do that for everytime I need to fully clean aby PC j work with.
To be fair my PC is quite slow despite having like 4 GB of ram and it might need formatting (i'll tell my brother what to back up)

The best thing you can do is to probably make it into a good condition to then sell it for money to go towards new PCs.
