Congratulations and my respect! You didn't post anything on my "🤣" reaction. I thought you would not be able to silently take that.
As a reward I'll tell you what I know; not much sadly.
The emoticons should be delivered by a third-party (twemoji.maxcdn.com), an URL I can't open now. It seems the browser falls back to integrated Unicode chars for the font currently in use to rudimentary show something

The element inspector shows those Unicode characters as "alt" description for the missing pictures.

It seems Chromium based browsers additionally notify the user about unavailable pictures with a placeholder. The characters look differently for Chromium browsers and on Windows compared to the example in spoiler above)

Any emoticon I place, puts that little sheet in front of it: before, never happened.
There were never such problems here before. And in the other sites everything is normal as usual.

Maybe other sites aren't using this exact set of emoticons and fetch them from another location. Honestly, I don't care, and if I want to, I can manually embed my favorite in a huge version:

Why those people post nonsense images on an Github issue? No idea.

Seems maxcdn is down for good.
Again: This is not an Android problem. Not a client problem. GBAtemp server side needs change (or maxcdn has to come back)
If it still bothers you: Post a thread in site discussions.

A logical consequence: If you include some external resource, you'll depend of that resource for your content to fully work.
