albeit I have a different kind of "defenseless being" in mind. I indirectly suggested that possibility recently in PM not long ago.

Before considering drastic measurements, the legal way would be my preferred (apart from immediate minimalist intervening in case of imminent danger). If the normal juristic way isn't sabotaged or undermined, this will usually have far greater impact on the culprit than self-justice.
