I think I've tried everything. VRChat is just so unoptomized. I get stable 90 in ChilloutVR. I use Vive Cosmos Elite w/ Wireless + 3x 3.0 Vive Trackers. 3090+5950x
VRchat is pretty optimized- the issue is actually that anyone can upload an avatar, but there’s only a handful of creators that know proper optimization- so some basic avatar some rando made could hit the max polygon limit, while another much more complex one made by a professional could have a quarter of the amount.
Performance tip: Hold shift when starting VRchat, choose “Low Performance VR mode”, and start the game. You only have to do it once.

The Elite uses base stations to track. Not inside out tracking. I know one regular cosmos user and they do mention that they lose tracking if the lighting isn’t right.
I also kind of doubt that VRChat is optimized. Same avatar or as close to same in ChillOutVR I notice the performance difference. If anything it’s also how bad the worlds are made.
I’m not too fussed about it. I get a stable 30 now in the most intense situations. 45 otherwise. I’ll just keep upgrading hardware until the dream can be achieved. That or full dive VR.
The worlds are the same case as the avatars. Anyone can make them-
That’s why I tend to stick to worlds that support both PC and Quest for long hangouts.
Also I’m not sure if I was thinking about the correct headset- I just remember there being an HTC headset with RGB tracking that didn't work well
In general... yeah VRchat isn’t the most optimized.
Actually now that I think about it, even the main developers aren’t exactly the best at it- Although to be fair, the only worlds they made are the starting hubs.
The extra custom shaders don’t help either- anyone can add any shader to their world or avatar
