Nope. Gen 3 best gen. Gen 2 was my favorite but it just doesn't hold up as well. Gen 3 is timeless.

Gen 3 was best overall because of best Pokemon designs, with a nice story and generally being tons of fun and having a lot to do (especially Emerald with the Battle Frontier), on top of it not having ridiculous powercreeps like Gen 5 which made half the dex useless in battles.

Gen 4 was the best visually and when it came to the region design/layout itself, especially Sinnoh as that was a VERY well put together region! Gen 2 is just nice because you get two whole regions and generally tons of fun, but what killed it for me was how while you get two regions they are both incredibly short, so it ends up being too quick to actually enjoy, HGSS fixed some of that but still feel short...

Gen 5 was shit in half the designs while the other half were good to amazing, but region was annoying to navigate because of the changing terrain and with the seasons you had to do a LOT of backtracking if you wanted something specific (eg: Cryogonal) as many Pokemon outside of a specific season only had 1% chance to find, so yeah...

And not to mention the extra content in OR/AS which I really loved as well, and brought new life to those games.

@ThoD Gen 4 had the worst Pokemon designs, so few of them were memorable, and then you have shit like Bidoof... The literal garbage Pokemon from gen 5 wasn't much better, but at least it doesn't make me angry every time I encounter it like Bidoof does.

I will admit though that Gen 4 had some of the best Pokemon designs as well, though they were few and far between. Lucario and Garchomp come to mind, but other than those two there's very little memorable.

I never really liked gen 4 overall. But it had some cool areas and the music was good. I prefer gen 5, just because it had more cool Pokemon designs.

I liked a fair few of Gen 4 designs, mainly evolutions of older Pokemon (eg: Gallade, Honchkrow, Froslass, Electivire, etc.) and especially the legendaries and Darkrai, but while there were plenty bad Pokemon designs, I'm talking about the REGION's design, as in the overworld, it's extremely well thought out and put together if you look at it carefully, so even backtracking doesn't feel tedious!

For example you have to go through Jubilife 3 times, Mt. Coronet 9 times, each lake twice and so on and so on but you never feel that annoying feeling backtracking normally gives you because of how well designed the region as a whole is and how much thought was put into how the player will go through the whole region as they are travelling...

The Luxray family was cool too. Electivire is cool I guess, but I like Magmortar and Rhyperior better. I always forget those exist, I should start using them in my team.
I liked the world design of both Gen 4 and Gen 5, neither of them required much backtracking, although once you get Fly backtracking becomes a non issue. And I liked a lot of the additions and quality of life improvements to the mechanics as well.

Don't get me wrong, I still enjoyed gen 4, but it is probably the generation I enjoyed the least. Part of that might be due to me playing through most of Pearl in Japanese not understanding anything. But I later played Diamond in English and it didn't help my opinion of the games much, though it was more enjoyable in English. Platinum I couldn't even be bothered to finish.
