Thing is, half the animations are already made. In Sun/Moon walking animations for the whole pokedex was found.

It's utter bullshit. It's one of the biggest franchises on the planet. They could easily outsource production. But it's absolutely corporate penny pinching as they know the games will sell gang busters even with minimal effort.
