If you're referring to Sid Meier's Civilization VII, it uses Firaxis' proprietary game engine and has its own built-in anti-cheat system.
Firaxis' proprietary C++ engine is much harder to analyze than Unity or Unreal Engine.
If you're planning to spend a lot of time making cheat codes for the Switch version, I'd recommend taking a look at the PC cheat scene for Civilization VI. There don't seem to be many guides on how to make cheats for Civilization VII yet.
