You wouldn't really need a game mod for this, you could pretty easily get away with a mod for the inputs. Requesting a button toggle in a project like this might be feasible: https://gbatemp.net/threads/keyx-supports-turbo-and-button-remapping.676903/
You could maybe already do it using that project by using a looping macro that just holds L, and toggle it on pressing L?
Or if you have something like the Titan Two, a script that could do this would be trivial.
