ROM Hack Ultra Street Fighter IV Balance Mod for SSFIV: 3D Edition

This mod changes the balance of the game to match the latest version of Ultra Street Fighter IV for all the existing characters in SSFIV: 3D Edition. Example: Ryu's Heavy Shoryuken is a one hit attack that cannot super cancel, as opposed to a 2 hit attack that super cancels on the first hit. These changes are taken one to one from each characters' Ultra version, and thus should be 100% accurate. Includes Red Focus Attack.
Note: This mod does NOT add:
Any of the Arcade Edition or Ultra Newcomers (Yun, Evil Ryu, Hugo, Elena, etc.) (tools for "new" characters don't exist yet)
Edition Select (hardcoded)
Ultra Combo Double (hardcoded)
Delayed Wakeup (hardcoded, and while possible to implement something similar to it, it wouldn't be 1-to-1, and if it's not 1-to-1 i'd rather not have it in here.). Health changes between versions are also not implemented
(hardcoded).

This was only tested in the US release of the game; it may or may not work in other releases of the game. Local Wireless and Online play have also not been tested, but should work as long as both players have the mod installed. If only one player has it installed, expect desyncs and errors.

It should also be noted that this does mess with the touch screen special moves if you have them on. It's on a per character basis, some work mostly fine while some can barely use touch controls with this. Unfortunately, as of now there's not much I can do about this because the way it works is not currently understood. Combo trials are also often broken.

You can install it via the usual Luma way (go to luma/titles/0004000000032D00 and drop the romfs folder here) or via the Lasagna mod manager (https://github.com/BernardoGiordano/Lasagna/releases/tag/v1.0.0) which is the method I recommend.

UPDATE: Rose was missing some visual effects on her heavy punches, fireballs and supers. I have fixed this. If you downloaded this mod previously, consider updating!

Wooow! Thanks!!! I've actually been playing the 3DS version a lot, and I was wondering if it might be possible to implement an update based on the Ultra version.

Would it also be possible to have a mod to change the voices to Japanese in the US version?

I haven't messed with the audio files, but I don't see why it wouldn't work. Should be pretty simple, just need to figure out where they store the audio files...
UPDATE: Tried it and had issues with getting the audio to play. It's probably possible, but it's not my area of expertise.

Oh well, at least the mod works perfectly with the Japanese version. I installed it in luma/titles/0004000000030500

I actually still missed some VFX on Rose's fireballs and super... I'll fix that asap. She's the only character I had to go into and actually fix stuff like this for.

By asap I meant "over a month later" oops. That's fixed, but I noticed another issue: If you do Focus Attack and cancel it into a dash, Rose's scarf will briefly turn black. I tried to fix this but was unable to; I have no idea how to fix it and don't think it's really worth the effort.

i had changed the voices to jp versions a long time ago, they needed to be hexedited to work (btw this is shishimai, this is just a really old username of mine)

It would be nice if you can explain how to do it! Or if you can upload the jp audio files to work in the us release too 😬
