    I have tried booting Decrypt9 with fasthax+safehax with an USA cart on an EUR and it worked on an old 3DS XL. It doesn't matter what game you stick so long as it's a working cart. Therefore, I suggest buying a random game cart. Cheapest you can find. Haven't tried NDS carts but most probably...
