I am no programmer myself, but I believe to achieve this (nintendont with Wii U clock speed) you need to reprogramm the code. And correct me if I am wrong, but there might be compatibility issues, because WIi is designed to be compatible with GC...
Is there any game cannot reach 100% speed with a simple GX forwarder? I mean what is your goal for doing this?

I know with the pad you can do this with aroma, should be the same with tiramisu.

Nvm I got it worked. Suspect it is the forwarder issue, but I just created the forwarder myself and now it is working.
Env: 5.5.5J with Aroma installed, vWii hacked based on the newest guide.

First thought is try another injection, if you use TeconMoon's WiiVC Injector for injection, then try UWUVCI AIO.
But you mentioned even official VC fails to launch...

Try another SD card. No adapter, SD card alone, and to locate the root cause use a smaller one, say 8G or 2G, not SDXC, formatted in FAT32 AND 32kb cluster on PC

They tend to have issues but not every one has issue. I tried several flash drives and SD readers and they work fine. The only one cannot be recognized by vWii is an "all-in-one"...
I may try the new ram site, and download more RAM to my Switch. Not sure if ddr3 is the right ram
