You can't create a private header. If you have a game you can rip it's private header and apply it to the rom, via sky army knife and powersaves, but that's all. Can't create one out of thin air

Now that you mention it about the powersave hardware, I recall reading another thread that sky3ds works with cyber gadget, the powersave for japan. They were able to edit their saves on it.
