    I figured it out. My USB Card reader is old. I tried it using a newer USB 3.0 card reader and it formatted properly right away. Sorry for my ignorance and hopefully this will help someone else. Thanks!

When you mentioned ISP blocking certain sites, it made me remember that I had configured my firewall to block a whole bunch of IP addresses from nintendo to protect my console from updating.
