i tried to install this using Big Brain Academy, but after selecting the game and confirming that i want to install i get an error that FSA could not be opened.
NTAG203 has less pages of memory than NTAG215, probably won't work if Amiibo uses all the pages available to NTAG215, that's why some people are looking at NTAG216, as it's larger than NTAG215.

Software Update 5.5.0 removed the TVii icon as the service was canceled by Nintendo.
I used the old wupinstaller @ wiiubrew.net and it worked fine this time around, not sure what was going on with the new version of wupinstaller, but i let us sit for an hour multiple times and it kept reporting invalid data after i power-cycled the Wii U.

I'm having a similar problem getting Smash Bros updated. I'm running "NUSgrabber.exe 0005000E10144F00 192" and am getting 1.71GB worth of files. Not 2.23GB.
When i try to use NUSGrabberGUI it only shows two titles,
and if i download the update via "System Titles" it's well over 5GB which...
Unfortunately the only way to know what is on the system is to have someone buy it and report what it has loaded. if the bundle isn't on the list on the first page the version is unknown.
