    Would like to try to create some themes for the PS Vita. Im not finding much with Google searches. Is there a program or anything where I can create on my PC? Something similar to the Wii's USB Loader GX Theme Creator??

    Awesome!! I figured it out as well. I didn't notice the letters were different. One has an E the other has a B, I was only changing the last two numbers. Im glad we all got it working!!! This may also be a workaround for other region locked DLC content!!
