    I had the same issue, then yesterday the last cell randomly appeared opposite the Thrifty Mart (despite me checking the spot at least twenty times, day and night). This time I could clearly see the shadow and effect, so it was definitely not spawning before. No idea what triggered it to appear.

    For some reason it only worked when I manually imported the save folder in JKSM using "Browse SD for Data". Using the Import Save option doesn't work.
