    If Vac detects a cheat program or altered files, its an instant ban. The only reason I know that is when using public cheats, you have a 2-3 day period of playing with them before they get detected which would result in a ban.     I know that people inject. But that's not really terrible at all considering most people want the end result to be a "legal" mon. They made it seem like CS cheaters but 10x worse.

    That would be a game ban though if anything, same thing happened when Cyber Gadget released. People received game bans for using outrageous pokemon on netplay, but it didn't effect anything else. Probably due to the fact that it could have come from anywhere.

    People who compete in vgc have openly stated that they gen before. I don't think that's the case. The users banned from the tournament also have to pay back the travel rewards that they received.

    Coming from someone who deals with hackers on a constant, it sucks, and it might ruin the one game you play with them. But, Most people don't run into a hacker, lose and uninstall the game or, feel compelled to download a rage toggle.
