I forget which one it is, but you can try to hold R while trying to launch another game to open the HBmenu or just open the gallery normally and it'll open HBmenu but I think that would still be in applet mode.

Sometimes the card isn't making good contact with the pins on the 3DS. Try putting tape on the back on the R4 (where the sticker is) to make it thicker so it'll push against the back into the card reader contacts. I had to do this on my M3i Zero to make contact with my DSi
Alternatively, you can install over the network using FBI and Boop (not Boop 2, that gave me errors but you can try it). It's slower than what @fmkid but it solves your problem of not copying the file onto the SD card.

@RedColoredStars, I did read the last sentence in your post by the way. Maybe try changing the privacy settings in your browser to standard if that works.
Thing is , the videos work fine in the Edge Dev and Canary builds. But whatever the fix the made was, has never been piushed to Beta or Stable builds. Its been that way for as far back as I tested. Which was Edge 84. They are on 125 now.
@RedColoredStars, Yeah, and I was in quite a mood at that time. I would consider choosing Firefox or Opera instead, been using Firefox for over 7 years now than Chrome.
Tried contacting Nintendo to see if they can reach out to MS about it. But Nintendo said the videos are working fine. Without enough people saying no, they don't work fine, it will never get fixed.
