    You *can* take control of userland, but then nothing else. Kind of how the PS4 scene did it for a while iirc. Can be powerful, but not by itself, can be used to load Homebrew or Unsigned code but only temporarily. Its more of like a step or two on a staircase than anything major atm.

    If you open the file in a text editor it will be options.txt, the file will be 128kb. The only way to obtain this file is from using the DLC activator. And if the console is used that could also explain it. But this directory, as far as my knowledge goes is only used for mc3ds.

    friimc_savebackup is just a backup version of options.txt from Minecraft New Nintendo 3DS Edition. If you rename it to .txt you can view it via notepad (do NOT edit it while in notepad). The DLC Activator just adds DLC CTR Product Codes to "purchased_items:" tag in it.
