Thats a Gateway Flashcard save for Mario Kart 7 (Europe Region), I've extracted it for you, attached below.
Save game appears to have been saved with the v1.1 update installed, so you may need that update installed to use the save data.
When building a CIA file from a TMD (I am using the 'Standard' Option)
there seems to be some bytes of junk data right after the TmdContentChunk? section.
I am trying to get hash-matching CIA files from two different 3DS systems that have the exact same title and version of

Inazuma Eleven Go: Light (Europe) Gateway Save Exported to JKSV attached to post.
Copy the "Inazuma_Eleven_GO_Light" folder into "SD:\JKSV\Saves" and then import the "112f00" save with JKSV.
You shouldn't need to decrypt the 3ds rom before converting it to CIA,
you just need the 'boot9.bin' file in the same folder as the python script,
then the python script can get the encryption keys from the boot9.bin file.
You can find the boot9.bin file by starting 'GodMode9' on your 3DS...
If you are using the 3DSConv.py script (I am using v4.2) to convert a 3DS Rom into a CIA,
It doesn't copy the 'Title Version' info from the 3DS Rom into the CIA and just leaves it at 'v0'
Most of the time the 3DS Rom version IS v0 so its fine, but some 3DS ROM have v16 or v32,

you are using a EUR game on USA console, seems like the game doesn't contain the language files for USA region.
(the game is setting the language to match your console region, which is causing the game to load data from the wrong place)
either export your save game, uninstall the EUR version...
