Basically Nintendo came to them when they were making the Switch 2 and Fromsoft more or less decided to work on the game for S2.
It's essentially a Bayonetta 3 (and 2 to a degree on top of the factors it had) scenario where Nintendo effectively has partial control over the game...
*Up to a point a few years ago where most publishers who give discs as an option on Xbox and Sony just treat them as a means to download 99% of the actual game data, in which case, it is just Game Key-Discs... which they already were by that time and they just extended it to existing discs...
They never said that they would have refunded anyone due to tarrifs, neither did any company that also sued the government over tarrifs (and were ignored because they wern't Nintendo, oops.)
