Of course, in The legend of Lugia special, Sparkle the hamster created the shadow Lugia robot. Although, it was the idea of a green haired man from Pokemon movie 2000, who wants Lugia. -

That's one of the issues I have with ecchi stuff recently, it focuses too much on the sexual aspect, not the comedy effect. -
