    Just got a PS Vita Slim (2000) and it was 3.18 before I updated it to 3.60. I saw that there was some ref00d plugin thing that lets you play higher version games, so should I update to 3.65 or stay on 3.60, what are the differences?

    That tool is SDFormatter and is easy to find. You could find the kernel for the R4 SDHC on Google. Some may be outdated. Maybe your R4i3DS needs an update. Have you checked the site to check you have the latest firmware.

    Wrong section bud. But I think you need some sort of custom firmware. Well, now you can get homebrew on 3DS v11.0. Not really sure, try to ask someone else on a different section.
