This is the behaviour i observed in other Games, just try for your self.
Its easy to verify go to Attributes and look how many EXP you have.
Go into a Battle and Win without a multiplier.
Fight against the same Enemy but this Time with a multiplier.
You can then do the Math for yourself.

I just Checked 0B011108 is definitely not x4 i had 18/74EXP and earned 16EXP (x4 = 64EXP).
My new EXP Value is 202/240EXP if it was x4 my EXP would be 8/240 EXP.
