Is there a list or site for 3DS action replay or gameshark codes for Citra Emulator, PLZ & TY?

No he's using citra. Try using fort42 I think it's called that. They have gsmeshsrk codes

Honestly I don't know. It's the only site I know that has all the gameshark codes. Unless there's a GitHub with them on too.

Can't download sharkive without using a discord server, don't ask me why the dude did that as its stupid and makes it hard to get the app, but that's how it is

You can literally download it using FBI. Go to title database and search for it there. It's very easy to get and work.
