You're saying it's not loading..... Do you see the banner for it when you put the cursor over the DevMenu icon? If not, you installed DevMenu to SysNAND but you don't have signature checks patched (meaning your aren't using CFW atm). This could've happened if you've using PBT or Palantine CFW.

i see the banner but when i load dev menu it shows the 3ds logo in a loop

im not using any cfw for sys nand but im using luma with b9s for emunand
Well if you're not using CFW for your SysNAND, why do you want to install FBI there? Wouldn't you want to install it onto EmuNAND?

yeah i used the rosalina thingy to launch homebrew loader then used the fbi 3dsx to install fbi it succeeded but the application does not show in home menu

Were you on sysNAND or emuNAND when you did this?

because i need to install twlloader on sysnand to play dsi games
Boot up your 3DS while holding SELECT. You should see a screen like this:

687474703a2f2f692e696d6775722e636f6d2f6a794d726749312e706e67

Untick Autoboot EmuNAND.
Power off your system and power it back on. You should be in SysNAND.

From 3ds.guide (modified):

  1. Launch the Download Play application
  2. Press (L) + (Down) + (Select) at the same time to open the Rosalina menu
  3. Select “Miscellaneous options”
  4. Select “Switch the hb. title to the current app.”
  5. Press (B) to continue
  6. Press (B) to return to the Rosalina main menu
  7. Press (B) to exit the Rosalina menu
  8. Press (Home), then close Download Play
  9. Launch the Download Play application
  10. Your device should load the Homebrew Launcher
Section IV - Installing CIAs
  1. Launch FBI from the list of homebrew
  2. Navigate to SD -> cias
  3. Select “FBI.cia”
  4. Install

Also, make sure you're using B9S 1.2+ and Luma 8.x+.

Follow the instructions I gave you. You installed it onto EmuNAND; that's why it didn't show up in SysNAND.
As @Lacius said, there's no point in having EmuNAND anymore (unless you want multiple NAND's, but I doubt that's the case). It just causes problems with TWL and AGB software, and it's hardly safer anymore because of us having the ability to unbrick by booting into GodMode9 and restoring a NAND backup.

You need to be on sysNAND to install FBI to sysNAND. Follow the above guide. You might also want to consider transferring your emuNAND to your sysNAND. There is no point to having an emuNAND anymore.
how would i go about doing that
