Yes, it's N3DS ver 11.3 E.You aren't missing anything per say. I'm assuming your 3DS is a New 3DS who's region is Europe? And you're on system version 11.3? Did you do either what gold_lightning described? Did you ever check your SD card per quantum_kitty's advice?

Did test my SD card before (so format to FAT32 etc...) But haven't done after finished installed A9LH & Luma. Have tried with 4GB sd but not enough, needed a bigger memory.

Did you switch to a new SD card yet? If not it'll be the same reply over and over again. If you did, make sure that hblauncher folder has the proper payload for the system menu version you are on. This should download automatically if you are on WiFi and start up the homebrew launcher. If you are unsure, delete whatever payload is in hblauncher folder, then run the homebrew launcher again while connected to WiFi. It'll download the correct payload.
If you are on an Original 3DS and system version 11.4, there is no payload for homebrew yet. You'll have to wait.

Yesterday I install A9LH & Luma via 3dsguide on N3DS ver 11.3
After done, all homebrew , FBI ect.. perfect.
Install freeShop, then download some Mario games via freeShop.
When download games from freeshop, then "Home menu theme" have " !" . So mean Updated. Then I did updated Home menu Theme.
Then this happens:
Start games ok, play around couple of minutes then error: SD card removed. (Of course no SD card removed)
Since then, hblauncher playing up as well.
When launch hblauncher from home menu sometime its run & displayed all contains , sometime the program run then black screen

If that were the case, he downloaded over 250 themes, and the 3DS home menu can only support 100 themes. Once you have more than 100 themes installed, before you boot into the home menu, a little GUI is shown asking which themes you want to delete. IIRC you have to delete them one by one, no batch deleting. However, for OP, this doesn't seem to be the case. This is why I'm confused.
Edit: Yes when I first got FreeShop installed I downloaded all the themes and ran into this scenario.
