Depending on what you're making you could try it as a 3dsx.

Building a .3ds and using a Gateway is also an option.

Any reason you can't build it as a .3dsx too? Fastest way to test on actual hardware is network loading a .3dsx from the homebrew menu.

Built it as a 3dsx but Citra needs it to be decrypted :l

It's included in devkitARM, will be under devkitARM/bin.
