ROM Hack Pokemon Gen I Virtual Console

Earlier today, someone posted a picture of them playing the Pokemon Virtual Console games on their CFW'd 3DS, however, they were playing with what appeared to be Pokemon Red with Pokemon G/S/C's interface and cleaned up sprites. Can someone explain how they were able to do this?

Its a CIA release on the ISO site
Pokemon Red with Mods (Gold/Silver sprites and B to Sprint)(also XP bar) [Mega]

Its on that site, an uploader changed the sprites and also added a sprint option, and EXP faster gainer (its late I cant think lol), and stuff. Changed the sprites to Gold/Silver I believe.
